So we've had a few people here, and on RR confirm "16777215" as a talkgroup. I have seen it as well when decoding using a 536 decoding DMR systems. I was always under the impression that this is a TG associated with the "all subscribers" use, but as a TGID, not a RID. Let me ask around a bit on this...

We had WBZ AM at my college station (WGAO) and it sounded fine. WBZ's test came almost a full minute before WBZ-FM's did, so we had it on the air, before WBZ-FM's did.
Audio had typical AM noise but was very audible. There were extra EOM tones transmitted over WBZ-FM.

If the TGs jump from slot to slot, it's probably a CAP+ system, or possibly another manufacturer like Hytera's XPT trunking.
