On a 3600 system it's easy to determine the NAC, if you know the Connect Tone and the System ID. The NAC is set using the last 2 digits of the System ID and the Connect Tone Number. It does not matter if the delay was on Analog or Digital voice. They most likely are not using a single in cabinet repeater, for adequate coverage in a city like Lowell they are most likely employing a voting system. I am pretty sure that most if not all of Boston PD, FD and EMS are Full-Duplex.
