This is not new. There have been a couple of court cases to determine whether or not using a Stingray requires a warrant. Several courts have ruled that a warrant is required, although the Maryland Supreme Court has ruled that a warrant is not needed. Eventually, the case will likely end up in front of the Supreme Court and we'll have a definitive answer. The Department of Justice requires federal agencies to obtain a search warrant, absent an exigency.
