Motorola is one of the Worlds Largest Manufacturers of Two-Way Radios.
Possible ? Absolutely

over the years their two-way products as well as other well known companies [radios, computers, electronics] have been manufactured in many countries and sold here
in the US of A as well as other countries. Nothing says they can only sell in the USA :)

Known countries of manufacturing have been America, Canada, Australia, Malaysia, Israel, Asia-Pacific, Latin America, and Ireland and other European Countries.

If we have any E3s in the area (which I tend to doubt), they can often be heard on 11175 USB.

I don't know what other Motorola products are made in Israel, but their mobile data computers are and DES was originally developed in Israel to keep the enemy from eavesdropping on their comms. It wouldn't surprise me at all if the IDF was using encrypted comms on Motorola built gear.
We're peace loving people, we're not hunting trouble, but if trouble should find us, we'll stand up and fight.
