VAOT use of 151.4750?

Does anyone know what this frequency is officially used for? I am hearing District 8 salt trucks loud and clear in South Burlington with DCS 114, so it's got to be a repeater output or very well-placed remote base. FCC shows it as a fixed base or mobile, but no other freqs as possible inputs.

FCC does show some FB2's which means a Repeater

Many others as FB Only, could be a Patch from Console, patching in another freq
