Last we knew, you would only see the P25 activity on two frequencies, which as allocated for Mixed Mode on Zone 8

Nope, this is the Zone 17 Trunk.
Just like [example] Zone 5, where there are SOME voice channels that can be P25, this one for Zone 17 [some sites have 1, 2 or None]
