Cap+ systems can have multiple sites, but there is no Smartnet like feature so each site will have different frequencies. I'd recommend setting each site up separately and seeing what happens. Wiki shows 1195 as Harvard PD patched to their 484Mhz frequency. That's listed on the Cambridge trunk patch, so maybe the portables are seeing the 700Mhz sites better than the Cambridge sites.
