I'm picking that up on DSDPlus which identifies it as Network 171-56. That's the Barnstable On Voice system. Signal is good and I see it's in the Wiki as LCN 2 for that system. Are you sure it's not 4585? There don't seem to be any 48xx talk groups assigned to Worcester. Unless a TG from another system affilliated with the Worcester System.

UHF isn't much of a stretch across the water. You'll probably get 800 as well and maybe the 700Mhz Boston CoMIRS site as well.

Normally I'd be inclined to think that P25 on "business" frequencies is odd, however Brockton has 463.7125 and 4621625 licensed. Those are both analog, but normally you'd look for those to be business only frequencies. Which is to say that some PD might be using 451.3500 as a back up or special even...
