A friend of mine over on Radio Reference who is quite in the know on the radio systems in NY, has reiterated that this is still only preliminary.
The cost to upgrade NY to P25 is pretty astronomical, and last I heard was still on hold.

With that said, there will be a time, likely in our lifetime, that you won't hear much police communications over the radios anyways.
As systems like 5G, VOIP, and other IP based technologies gets better, the communications will go in that direction.

I am at the point in my monitoring interest where the lack of PD communications isn't as concerning to me as it once was, as I listen to more business stuff these days, along with
whatever I can find searching to add to our great wiki. I search more than just casually listen.
