No surprise here. Public Safety organizations in the major metropolitan areas affected have been pushing this for several years now.

Mike,

What tie in, if any, is there with the TV repack? Were those frequencies in use for TV in other parts of the country? Will they now be open to LMR users nationwide?

I know you probably can't know those things for sure, but what are your thoughts?

There isn't. The FCC hasn't allocated any new T Band allocations across the country, but stations in other markets did repack into the T Band channel slots.
Here in Boston, we have two new-comers into T Band and three "vacators"

18 - WMFP-DT -> None
19 - WGBH-TV -> WUTF
20 - WCVB-TV -> WBZ-TV

So channel 18 is now vacant.

Channel 17 is used in Southern Rhode Island. 15 isn't allocated around here. (I know John Mullaney has listed STA two way users on channel 15 in the past, so the FCC seemingly has allowed that).
