In 2018, Congress passed "Repack Airwaves Yielding Better Access for Users of Modern Services Act of 2018" or the "RAY BAUM’S Act of 2018" which per the ARRL, "requires that the FCC switch from a Congressionally-mandated fee structure to a cost-based system of assessment."
The FCC Notice of Proposed Rulemaking
was issued just yesterday. Essentially, here's the breakdown:
- Application for new license: $50
- Licenses modification (e.g. upgrades): $50
- Printed and mailed license: $50
- Administrative update (address change, etc.): free

Supposedly, the NPRM can already be commented on, just search for MD Docket No. 20-270 in the Electronic Comment Filing System, but I'm not seeing it listed under proceedings.

Felons cant get a ham license and now this to discourage potential future Ham operators.

Maybe they can start using some of these fees to update their database servers so they don't keep crashing so frequently.
